It was at first staffed with a stenographer/receptionist. On 16 September 1964 a full Secretary was appointed together with a clerk, a typist, and a messenger. On 8 May 1965, the office moved to Prince's Building. In 1985 UMELCO was renamed as Office of Members of the Executive and Legislative Councils or OMELCO following the 1985 Hong Kong electoral reform and indirect elections for the Legislative Council of Hong Kong.
